Dude you hit the nail on the head. I've been in the telecom field for the past 5 years and it amazes me how many times I have walked into a server closet or server room and the IT guy has no idea what is going on. I have literally walked Network Admins though what is the physical layout of their network trying to fix something.
Buying pre-built is just the way everything is going. Between the discounts that places like Dell can get over the consumer and how they can put them together make it an attractive offer. In the end though pretty much every companies overpays for their hardware because they don't know what a good deal is when it smacks them in the face. While Dell can get parts cheaper, usually its an inferior product unless it is something like the APUs in the PS4 and Xbox One that have to be custom built for a purpose (I mean by that custom built for a specific dimension or space).
Overall IT like you said is going downhill in a hurry when it comes to replacing a part, especially in the networking side.
