I'm not sure about how the cable providers would implement the new technology, but one of the head people over at the AVS forums has said the industry has already begun working on 8k and the Netflix has been working on being able to stream 4k content. As far as both 4k and 8k, it will just get pushed to see what sticks with consumers, like blu ray vs HD DVD, then just be flooded into the market.
